With or without the eyes, you still have to write it down, and thus have no actual combat ability. Thus, the power level of the person would be no more or less than it was before the entrance of the Death Note.
What's with the obsession recently with insta-death and uber-godlike powers, anyway?

Wait, I thought power levels were determined by battle potential, which included abilities, weapons, and items that can affect the battle?
(Actually, Veros's obsession with Death Note is my fault... as I was the one who gave it to him... I can only imagine Haruhi's powers...)

Yes, battle potential. If you have to take time to go pull out a book, pull out a pen, take the lid off the pen, open the book, find an open line, find out your opponent's name (by asking or cheating), manage the appropriate spelling, write it down, and stand there and wait for a whole forty seconds (an extremely long time in the heat of battle, no matter what power level), you're not going to be doing much in the way of battling. In fact, somewhere along the process, you're probably going to get your teeth knocked out. If you're lucky. Remember, all of those steps have to be fulfilled, and roughly in that order. Otherwise, you don't accomplish it. If you skip or for whatever reason cannot fulfill any one of those steps, you fail.
But it's really a moot point, since insta-death, regardless of how long, drawn-out and impossible to achieve it is, is not allowed against other players.

Heh... What if you ask them for their number and hand them the piece from the death note, and have their own characters set themselves up for a heart attack? Assuming they write down the number of course and name. =P

For the sake of clarity, where would a Jedi be? I'm guessing HIGHLY skilled ones (Windu, Anakin, Luke, Yoda, and the like) would possibly be 7s, but would average-above average be 5s or 6es? I'm guessing 6, simply because your average well trained Clone Wars Knight could take out a small droid battalion.

The average Jedi Knight is roughly a 5. Talented ones would either be five or six, while legendary Jedi like Mace Windu, Yoda and the prodical Revan, would likely be 7s.

Question #1; Full Grown Dragons? What power level would they be? Question #2; Kittens? Question #3; Animated children toys? Question #4; Super intelligent car [Red Mustang Convertible]? Question #5; Chris with energy manipulation?

1) Correct, Beany. 2) Correct, Beany. 3) Correct, Beany. 4) It wouldn't have any. It's still just a tool/weapon and without a driver, it isn't necessarily able to do anything. The vehicles from Knight Rider, Inspector Gadget and to a lesser degree Batman all meet that description, but they still fall under the area of gadgets rather than characters. Unless it's a Transformer. Then it's a 7, but that actually falls under mecha rather than just smart cars. 5) Which Chris? Don't you have, like, five of them?

It would probably just settle him in at 8. It really doesn't greatly increase his combat ability at that level. High-powered characters are just so powerful, anyway, that an additional trick really doesn't necessarily change their status much.

I was wondering what Power Level Super Sonic, or more really the final bosses he fights (Perfect Chaos, Solaris, Dark Gaia, Metal Overlord, etc.) would fall under? I'm assuming most of them would be too high a level to be used, but I just want to check to make sure.
Note: I know that Super Sonic is technically Sonic manipulating the power of the Chaos Emeralds, but this question is ignoring that fact, as if Super Sonic was his natural power/form, not from the Chaos Emeralds and ignoring the Rings Required rule.

I'd stick Super Sonic's enemies at an 8, given the fact that they all have glowing eyeball exploitable weaknesses. I'd put Super Sonic at a higher 8, given that he's usually good enough to knock them, though not so handily beyond them due to the amount of work required for him to drop them. Most 9s are so broken that they could simply lol all over the place while mutilating said enemies in new and interesting ways.
