Name: James Smith, a.k.a the Rooster

Appearance: Normally a man of average height with a very good build, brown hair kept a little on the long side, his face was once very handsome but without any particularly memorable features, an ideal image in his line of work. Anymore, however, he looks forever exhausted, with deep shadows under his eyes like a man who hasn't slept in weeks and is tired of struggling against an adversary greater than he. As the Rooster, all signs of exhaustion vanish, his hair stands up and becomes a vivid, fiery orange-red and lines like ashen war paint line his face.
Personality: His once suave and smooth-talking image used to lend him the air of an American James Bond, but now, he is only tired, never seeming to have the strength to push himself very far or very hard, only gathering up what energy he has to haul himself like the living dead from one town to the next. This all changes when he is put under pressure, however, and becomes the Rooster. His personality becomes extremely arrogant, extremely violent and extremely dangerous. Indeed, the Rooster seems to be full of extremes, never feeling anything lightly and responding in kind. So extreme are his emotional and mental responses that he fancies himself invincible.
History: James Smith was once an undercover agent for the American government. That wasn't his real name, of course, but then nothing about him was. Well, his fondness for night life and his love of his fiancee were, perhaps.
That all changed with his last assignment. He was assigned the care and protection of a young woman suffering from a mad scientist's experiments gone awry. This woman had become a generator of radioactivity, though didn't discharge it unless someone actually came into full contact with her. As a result, she was deemed of importance to national security, lest a foreign nation take her and find out some way to use her or what made her as a weapon.
At least, not before her own government could ...
James was given regular radiation scans and treatment to ensure he was alright and the government worked on reverse engineering the experiment under the guise of finding a cure. In truth, they were attempting to find a way to use it to make their own supersoldiers.
They discovered the process left the subject with whatever was introduced at a key stage in the process, left permanently as an ability, apparently without harm to the subject, after the process was finalized. When the first run was ready, James volunteered to be the first one through.
Something went wrong during the key phase, however. The heavy testosterone exposure went as planned, but then things began to go horribly awry. Systems malfunctioned, generators burst and everything fell victim to a chain reaction that caused the entire complex to explode. Nothing survived. Except James.
The fires introduced during that key phase were fused with him, as well, and his testosterone-enhanced strength pushed the slab off of him easily, but the uncontrolled final phase had played havoc on his mind and his hormone-addled brain split into a second personality that thought it superior to the plain humans. The Rooster thinks that only these superhumans are fit to lead the world into the next stage of human evolution, and considers the radioactive girl his Hen. He is completely insane and unpredictable.
While James tries to keep the Rooster under control with suppressants and general force of will, it is a losing battle and the military, having deemed the Rooster a threat, hunts him tirelessly, but each time they catch up, the Rooster leaves nothing but ash and charred metal in his wake.
Powers: Extreme fire creation, control and manipulation, to an absolute mastery, as well as an immunity to heat, fire and radiation. He also has enhanced strength, speed, reaction time and endurance due to the high levels of testosterone fueling his system.
Equipment: None. Though James might carry a gun, the Rooster would never use it, as he thinks such things are useless, the tools of humans in their useless attempts to stave off the inevitable.
Weakness: Water can douse him for short periods of time, but does no real damage to him. If James is in control, he's just a normal and very exhausted human. If the Rooster is in control, he can be controlled to a degree by holding his "hen" hostage, but this is, if you would excuse the pun, playing with fire.
