(I tried not to over-refer to the series this guy was crafted from, but, for people who need the exposition, please poke the Devil May Cry 4 article on Wikipedia; the characters referenced get a bit of fleshing out. For people who need more, I recommend buying the game; it should only be 30-40 american dollars and is quite fun.)

Appearance: He has blond hair in a ducktail style(think Elvis Presley), with green eyes and a pair of glasses. He has a toned body, and clothes it with a bright yellow vest(left often unbuttoned) and baggy green pants, with army style green boots. He's also got a small digital watch on his right wrist.

Personality: He is nigh-obsessed with style, and, while he acts fairly normally when in polite company, in combat situations he tends to speal primarily in witty(by his standards at least) one-liners and just as witty retorts. He dislikes joining organizations, and, while he makes a living primarily by hiring himself out, he holds himself and his employers to certain moral standards, and will gladly refuse a job if he doesn't agree with the goals, though he won't necessary refuse simply because he dislikes/mistrusts the person giving him the job.
History: Born in the castle town of Fortuna, Caelus was one of the many followers of their Sparda-based religion and was living a fairly happy and simple life with his mother and father before the upheaval that was Sanctus's attempt to conquer the world; during the initial attack on the city, his mother and father were killed and he was so busy grieving that he nearly died himself, although he was saved by a nice woman named Kyrie, who was saved shortly thereafter by a not-quite-as-nice man named Nero, who enthralled the boy with his strength and skill.
And so Caelus was afflicted with Idolization Syndrome. He resolved to become just like the guy who saved him, and made him his role model. The only reason this was never stopped good and proper was because of the simple fact that Fortuna wasn't equipped with the sort of necessary societal and medical faculties/facilities to stop him and set him on a path that would better benefit society. That and there was also the fact that demons generally meant that people like Nero were needed to keep the human race from being overrun.
In any case, Aelius trained hard, grew, and became a demon hunter, and proceeded to promptly set himself up as hunter-for-hire, and, after managing to get a Hellgate closed all on his own merits found himself shortly getting put up for quite a bit of work.
Powers: Caelus has, through hard work, managed to gain some degree of mastery over a form of magic he calls "Full Contact Sorcery" that allows him to charge and expel magic energy from his body in the form of waves or as simple tactile burts; these can be used to propel himself in various directions or to add force to his attacks. It also serves to provide himself the superhuman abilities otherwise provided primarily by demonic blood, as he can use tactical bursts to deflect strikes, and increase the power of his own as well. The projectiles provided are of rather middling power, being enough to cause more of an annoyance to the demons he faces down, rather than defeat them outright.
Equipment: Pure, unadulterated style.
Weaknesses: At the end of the day, Caelus isn't a demon, and, while it's more difficult than it would be normally, he can still be brought down by conventional means if enough force/speed is put behind the attacks. His magic is also somewhat substandard in comparison to even the abilities of an average wizard, and thus his magic can be overwhelmed when faced with that sort of resistance.
His focus on style is also a hindrance during battle, as he will focus on the most stylish method of winning, which is rarely the most practical, and can and does often result in him getting into much more trouble than necessary/healthy.
