Name: The Crying Angel (Real name varies)
Age: Varies, but always a young girl.
Gender: Female
Race: Human
Alignment: Lawful Neutral
Power Level: Low-tier High (7)
Timeline: Flexible, any timeline Kali is present in.
Appearance: Typically clothed in some sort of lolita outfit - mostly because it is simply a modified version of whatever they are wearing at the time - a Crying Angel appears as an extremely attractive young female adult. Specific details, such as hair style, hair color, eyes and skin tone, vary from one Angel to the next.
Personality: Emotionally, all Crying Angels are distraught children, put through the agonizing pain of the transformation, confused, often lost, and unable to control their bodies as they assault their victims. They are allowed freedom of expression even though they aren't allowed freedom of movement, thus the source of their name.
History: Early in his "career," the Man-Demon Kali discovered the inhibition of would-be heroes concerning harming innocents. Hostages were handy in terms of taking advantage of this, but distasteful and often difficult to deal with.
Children, however, simple-minded, emotional creatures that they were, were easy to get hold of, and ones whose conditions were such that a deal could be struck with their caretakers were easy to find if one was creative enough in where to look. Sometimes it was parents who didn't deserve the role and were cold-hearted enough to just want the child gone, but far more often, it was genuinely good-hearted parents who only wanted help for their ailing daughter suffering from some incurable affliction or another. All it took is a little show of power and they'd sign anything if he promised to make little Suzie healthy and strong. They wouldn't even ask how.
By supercharging the child and forcing it to transform into a form capable of combat, he can make her fight whomever he wants, but because the emotions are so plainly obvious, a hero will almost never attempt to harm the girl. Because the Crying Angel is actually just an innocent, helpless little child while simultaneously a beautiful damsel in distress, few heroes are callous enough to be able to strike one down.
Unfortunately, even children can mature emotionally or become resigned, so the span of service for a Crying Angel is relatively short, after which they are reassigned to more general roles. Generally speaking, Kali can stretch the service of a Crying Angel for a year or more by letting the child return to its normal form between battles and reunite with her parents before pulling her away again and forcing her through the pain of transformation once more. Once they stop responding, however, he leaves them in that form, assigns them some other role and moves on to find another child.
It is unknown how many Crying Angels Kali has at any given time, besides however many he needs, or how many he has had over the eons. It is rumored that the first Crying Angel was his own sister, but the Man-Demon's seemingly strong loyalty to "family" - and the fact that there is no evidence he ever had a human sister - makes that impossible to confirm.
Powers: Crying Angels wield many abilities typically seen in seasoned warriors with masterful precision, despite their forced role and necessary inexperience.
Superhuman Strength - Crying Angels possess physical prowess far exceeding what is suggested by their form or even what a normal human is capable of. Crushing a fire engine with their bare hands would not be a strain. Neither would throwing it.
Superhuman Toughness - Despite being children, Crying Angels can take incredible punishment without going down. Throwing said fire engine at one would not really do much at all.
Superhuman Speed - They are, after all, required to keep up with high-powered opponents, so Crying Angels can move and respond at speeds that make bullets seem like they are moving in slow motion.
Energy Manipulation - Crying Angels inherit some of their master's skill in energy manipulation and can fly, fire bursts and erect barriers. They cannot use their master's advanced techniques and only possess one of their own.
Tearful Wail - The supersonic wail of a Crying Angel can debilitate those caught in it with its ear-splitting cry while the resulting sonic vibrations shake everything in its path apart, even superheroes. Were an individual to be caught within multiple Tearful Wails at once, their death would be very quick, regardless of their power.
Equipment: None
Weakness: A Crying Angel's lack of advanced energy techniques can prove a potent flaw against a more experienced energy user. Also, when not transformed, they are simply normal, frightened little girls.
