He's reasonably intelligent, though not an intellectual, and runs more on instinct than intellect. His time in the ANBU Black Ops squad has given him a good sense of direction and he can occasionally find himself overanalyzing ordinary situations.
History: Takeo was born into the Village Hidden in the Clouds to two shinobi. His father was a member of the ANBU Black Ops squad of the Cloud Village; his mother a member of the Cloud Village Police Force. Therefore, Takeo grew up held to high standards, although he was pressured more by the elders of the village than his own parents; they had expected him to be a ninja, but they were happy with him as he was, and were more interested in his happiness than his reputation.
In any case, he started training as soon as he could run, and, more often than not, went to bed exhausted. By 5 years old, he was in the ninja academy.
9, he had graduated and was a genin; he began to gain something of a fascination with lightning style jutsu; he was elated when he learned his innate elemental type was lightning. His genin squad worked well with each other; they were all friends, and they all knew each other's abilities.
13, he graduated to the rank of chuunin, and he began his training in earnest. His father had turned 49 by this time, and retired from the Black Ops; his mother was only 43, and she had graduated to a position of seniority in the police force. Here his father began to start grooming him for joining the Black Ops squad. (When looking back, all three agree that Takeo could have just as easily joined the police force if his mother had been a little quicker on the draw.) When he became a chuunin, he began to make his studies in lightning jutsus in earnest, gaining reasonable mastery of the element. Soon he began to look toward's innovating his own jutsus; friends and relatives began to jokingly call him Rai, as it was well known among his circle of friends and his family members that he liked lightning type jutsus and was earnestly studying about them and learning as many as he could.
18, he had become a jounin. Soon after, he had finished work on the Lightning Surge Fist jutsu. The war between the Cloud and Fire villages began soon afterwards, and he went off to fight; midway through the war, he innovated the Dragon Thunder jutsu after observing the way Uchiha members use the Dragon Fire jutsu. Here he began to carry around wire. Due to his known effectiveness as a scout and abilities in sneak attacks, he began to be known as the Raishin. Some of the most highly exaggerated abilities rated his abilities as second only to the Raikage's, though Takeo didn't really do much to stop the perpetration of the rumors, and it's arguable if he actually helped to perpetrate them.

When doused in water, a large amount of his jutsus will be rendered rather useless, since water doesn't conduct electricity(It doesn't, people. The only reason it's known to is because most water you drink has metal in it, and metal conducts electricity). He's also a mostly short ranged fighter, and is reduced to shuriken and kunai when fighting at range. He's also more of a dueling persuasion, meaning that he's not as well suited to fighting large groups.
