Because I've spent the better part of a long time trying to think up an appearance and nothing's coming to mind, here's a link to what closely resembles what I'd like to do.

The main thing to notice is the standard EFSF uniform, the long hair, the usually un-kept and out-of-regulation appearance while not piloting.
Personality:
Shael is a veteran pilot of the war, yet a self-admitted pacifist. Age and combat has granted him a certain amount of innate wisdom and restraint, Shael is still the same fiery young man he was when he was growing up, though decidedly not of that same choleric temper. No, his actions are quite tempered and thought out now.Several of his "friends" used to go so far as even call him a "hippie", though neither he nor his friends ever knew hippies or that they were anything more than people that don't like fighting. He can be loud, but such outbursts are typically rare. He likes to spend most of his free time alone either reading or tinkering with some small hobby project or another. Usually reserved and sensible, cynical when rubbed too hard the wrong way and quick on wit.
In regards to this new Zeon movement, Shael has nothing except utter disdain for it and its leaders. To him, it's nothing more than a cheap recreation of the One Year War for no other reason than this new "Zeon's" thirst for power and domination...and he takes immense issue with such senseless killing for personal ambition or gain. True, he may have no love for the Federation government and its rather rampant and deep-seated corruption, but he also knows that the vast majority of its people don't deserve to suffer the ravages of war on their behalf. And to him, quite plainly, having one corrupt power-hungry tyrant ruling over the system, with no checks to his power, might actually be worse than an entire Senate of them. He would much rather see the system changed through peaceful revolution from within, rather than force of arms.
History:
Shael was born on Mahal, Bunch 38 of Side 3 on UC 0077.06.12, the only child of two relatively average parents. His father, Cael Sotero, was a test pilot for one of the MS-05 Zaku prototype units, and also gave flight instruction to new pilots. He participated in the opening battles of Zeon's Operation British of the One Year War. A decent pilot, he served well until he went missing in action at the Battle of Solomon near the end of the war. Shael was two years old at the time.
Shael and his mother were then forced to leave their home on Bunch 38 as the colony was reconfigured into the massive Solar Ray cannon. The two would drift about the war-devastated Earth sphere as refugees for the next couple years before they finally settled upon the infamous Sweetwater colony. For years afterwards, they earned a living as junkers, working for a company under contract from the Federation to gather and scrap the vast amounts of wartime debris. It was in this environment, sifting through, salvaging, and toying with the wreaked remains of mobile suits and other scrap, that Shael garnered a token amount of knowledge in mobile suite mechanics.
Though he grew up on Sweetwater, and though he idolized the old Zeon ideals of his parents, he still developed an anti-war train of thought thanks to his mother. A bit of an independent thinker, she had supported the Principality at the begining of the 0079 war, but quickly became disenchanted with the war, it's mounting casualties, and the atrocities committed. Though she would often blame a corrupt and broken Federation government for her husband's presumed death, she would also frequently tell her son that if "that lying fascist warmonger Zabi" and others like him hadn't instigated such a war, then his father would still be alive. Being a fiery and naive youth at the time (not yet old enough to earn his pacifist demeanor), he was often quite open about his mother-imposed anti-war stance, which, ironically, often led to fist-fights with other children.
Growing up with stories of the infamous Titans, both the first and Second Neo Zeon wars, and the horrid living conditions on Sweetwater may have cemented his inherited disdain for the workings of the Federation, but it also did the same to his view that all such suffering only ever happened due to people unnecessarily challenging the status quo...that all the wars and suffering and death could have been avoided had those wanting to invoke change done so from within the Federation, working as reformers instead of revolutionaries. Perhaps that's why he stunned his mother and friends when he told them he would be joining the Federation military, and study engineering (remember his younger, tinkering days). They were all shocked beyond belief that the boy who despised war would join the military, but his explanation was simple: the life of a "junker for hire" wouldn't go anywhere, despite the usual minor troubles with anti-federation groups it was rather peaceful, and he could do his time, do his studies, and get out before any more loons could start another war.
Unfortunately, life doesn't quite work that way.
As it turns out, when he entered the service, it was revealed (to his own surprise) that he was a Newtype. While his abilities definitely were not on par with the famous Newtypes of the past decades, the powers that be evidently thought them valuable enough to warrant his training as a mobile suit pilot. That was fine with Shael; he figured he could toe the line as long has he could continue his studies. He almost got away with it, too...most of his tenure was spent doing patrols, assisting in reconstruction efforts, or sometimes testing new Newtype technologies.
And then, the war started. Yeah, Shael was rather pissed about that. But, with a combination of dumb luck and a little fancy flying, the now Lieutenant Sotero has managed to stay alive. Most of his squadron, however, hasn't been so lucky. After a year, his squadron's mobile suit hanger slowly had more and more vacant space. Unable to replace the suits and pilots, the squadron was split apart and reassigned.
Powers:
After a year of combat, Shael's newtype abilities have gone from "latent potential" to...well, still latent potential. The truth of the matter is, he hasn't had any exceptional challenges or training that would otherwise have helped develop his newtype abilities. Still, his reactions and awareness are visibly better than an oldtype pilot of similar experience and talent.
Equipment:
His equipment's rather standard for a Federation pilot, from his helmet and suit, down to his standard-issue pistol sidearm.
Weakness:
He is still human, and though he is a veteran he still lacks some meaningful field experience. Also, he finds it hard to deal with the lag of suits slower or older than the Jegan A-type, because of both his newtype ability, and because he's just that used to the speed and mobility of his suit. Thus, should his suit go out of commission at any point, and he's reassigned to a different suit, it's likely that he won't pilot as well as he did in his old suit.

The A-Type was considered the fastest and most maneuverable of the Jegan series, and it was often piloted by squadron leaders."
As for this suit in particular, he received it while on "loan" from the EFSF to the Earth Federation Army, helping to secure the Federation's valuable resource centers in Northern Africa, and then near Odessa (hence the non-standard coloration).

Grenade launcher - This two-tube grenade launcher is mounted in the left forearm. The shield's design is such that the grenade launcher can still be used with the shield on the arm, though it is slightly awkward to do so.

Beam rifle - A standard-issue beam rifle, powered by replaceable e-pac
Beam Saber - The Jegan suits employ two beam sabers, a primary and a backup, which are stored in recharge racks on the hip armor plates. They are hand-carried when in use, and thus require an open hand to use them.
Shield (optional) - An optional, detachable shield that can mount on either forearm. Essentially a long, thick slab of the same metal as the suit's armor. Two four-tube rocket launchers are mounted along either side of the shield for additional firepower.
Weakness: The Jegan A-type mobility is best suited space combat, and loses most of this advantage when on the ground. It is still essentially just an upgrade to the GM chasis and is still a mass-produced model, and as such its armor is of the "dollar menu" variety when compared to Gundams and comparable Zeon frontline mobile suits. Like older GM model suits, this Jegan still has no core fighter component and lacks a quick-eject system for the pilot, meaning destruction of the suit is likely to prove fatal.
