This is due to careful care for his own appearance related to his secret fascination, but his signature white hair and icy blue eyes are all natural. He -does- have an odd set of ears resembling a feline, but these are always kept hidden to the best of his abilities, usually via a hood. His clothes are basic and simple and he wears boots with an elevated heel to allow normal walking without sticking out, as he inherited his Catfolk ancestors' shortened calves.
Personality: Setta doesn't deal with other people well, but not for a lack of trying. Years of counting primarily upon himself has left him with the unspoken mindset that he's the only one that he can depend on, lending him a conceited air. He prefers quiet and to be left to his own thoughts and isn't big on sharing them with others, but this is mutual. To him, one keeps their thoughts to themselves. It is both rude and dangerous to share them freely.

In the Wastes, society seems extremely patriarchal. When life and death is not just a danger, but a daily event, there is little room for consideration of women's suffrage. Men, being naturally stronger and hardier, did the hunting, foraging and scouting, while women stayed back at the camps to tend to the children, not only because someone needed to, but a clan without women or children was dead, and attrition was bad enough without putting them deliberately in harm's way, while a loss of a number of men would not meaningfully harm them in the long term. Growing up, especially with his abilities as they developed, Setta saw how women lived, fielded from danger by the men, protected by the men, fed and cared for by the expendable men, and seeds of envy planted themselves in his young heart. Life in the Wastes was hard for everyone, but to his eyes, women had it easier. Over time, this grew into a passion for disguise, particularly cross-dressing, which came in useful when needing to go into civilized areas.
His clan would eventually be wiped out by roving monsters, however, a catastrophe he survived only by pure good fortune and being very good at hiding in a rocky outcropping nearby. After the attack, he managed to wander into another group of nomads. This was lucky, but not overly unusual. The nomad clans of the Wastes are fluid, and always eager to take on numbers from decimated clans. They bolstered their own manpower and helped offset losses. It would be several years before he would again be separated from clansmen, this time by slavers.
Caught on scouting patrol, Setta and several others were captured by the slavers and taken to market. While the others were sold, as typical for male Wastelanders, as physical laborers, Setta's rather unique and eye-catching appearance lent him toward other positions, and he was sold to a wealthy family who thought a semi-intelligent pet would be a perfect gift for their youngest and most disconnected son. Surprising, despite Setta's claustrophobia and urbanophobia, the two hit it off remarkably well, but the boy's natural avoidance of the closed-in nature of the city, and of the mansion, however comfortable the latter may have been, kept eating at him until he convinced the other boy to let him slip into the city, at least for an afternoon, just to get some air.
Events progressed outside of his control that prevented him from returning from the fair he had gotten involved in, but eventually, he managed to assist in the resolution of those events and made his way back. His celebrity and personal wealth, neither intentionally sought nor gained by him, has acquired greater freedoms for him, and he no longer spends all his time locked up in the boy's mansion, but he braves the city on regular occasions to visit.

What this means is that, while most psychics train their minds extensively too utilize their talents, Setta manifests them naturally without training beyond simple experience. Specifically, Setta's abilities primarily manifest in the capacity to form, from sheer act of will, a weapon formed of semi-transparent green energy. The type of weapon formed does not matter so long as it is relatively simple without too many complex parts. Swords are easy, for example, and bows doable, but guns and explosives, primitive as they are in his time, are beyond his abilities. These weapons can be further charged so that they function as if they were enchanted in specific ways, and through bursts of psychic energy, he can disrupt the minds of those he strikes, decreasing functional levels or increasing damage via the nervous system.
Furthermore, due to a combination of his heritage and his esper abilities, Setta moves faster than a normal person. Much faster. In addition, he can disrupt enemy arcane wards and magical weaves, possibly due to his connection to the arcane fallout of the Wastes.
His combination of psychic abilities and mutations have also granted him the ability to alter his form, so long as the form is that of roughly the same size, humanoid and the opposite gender of his at the time of the transformation.
