Name: Det. Melo Rayegan, T.I.A., SO Division
Alias: Great Detective Rayegan, Mel, Soldier 03
Age: 22
Gender: Female
Race: Human
Alignment: Lawful Neutral
Power Level: Low-tier Medium (4) [Current], Mid-tier Medium (5) [Previous]
Timeline: Future/Modern/Flexible
Appearance: Melo has bushy auburn hair that goes down to her mid back while bound at neck level, green eyes and a tan complexion. In the 21st century, her skinny jeans emphasize her height and long legs, while her crop jacket highlights her slim waist. Like the other two she fights alongside, she's taken to wearing a crop jacket with a hood to help conceal the back of the thick metal neck choker she wears, though the front seems to match the ones on her wrists and ankles, while a wider one highlights the top-proportional hips they ride on.
As Soldier 03, her suit consists of red kevlar with titanium trim in the form of plates, pauldrons, boots, bracers and belt, as well as the trim and mouth of her helmet, with the visor of the helmet a black arrow shape. Her quiver forms a shaped lump on her back when closed, and there is an 03 on both it and her forehead above her visor.
Personality: The law is supremely important to Detective Rayegan. Sure, she believes in the whole To Serve and Protect thing, and believes that helping those in danger is more immediately important than enforcing the law, but this is because it is her job and duty to do so more than because of a moral justification, and it is that she is an officer of the law that clears her to do so. While she supports good samaritanism, she draws a line between that and breaking the law. She will unflinchingly perform life-saving emergency care on an overdosed illegal drug addict, and then just as unflinchingly read them their rights. The moral justification for a crime falls entirely on her deaf ears, but this is because she sees her role as enforcement, not as judiciary. Her identity as an officer is quite possibly the most defining aspect of her life, and she is revered by law enforcement and feared by criminals for her steadfast dedication and skill. But the perennial killjoy doesn't get invited to many parties, however pretty she may be to look at.
History: In the 22nd Century, humanity finally conquered the genome, or so they thought. So gleeful in their newfound power were they that a new form of eugenics erupted briefly onto the scene. Designer babies and an obsession with genetic flawlessness took the world by storm as it grew progressively more affordable as the century went on. The fact that as many as one in five of these backfired and resulted in varying degrees of mutation was handwaved as incidental and irrelevant rather than an indication that humanity was not the master it thought of itself as. Those who were born without genetic alteration were demeaned as lesser for it, but these failures of the genetic revolution were effectively rejected from society entirely. Not all were terminated as quickly as the mutations were discovered, but were often shunned soon after birth by their would-be parents. As those that survived swelled in number underneath the dregs of the world, they increasingly turned to crime to survive according to their abilities. Law enforcement in return saw increasing levels of militarization and armament to combat this threat, as superhuman traits were more common than not among these genetic abberations, often the very cause of their mutated state as geneticists attempted to push abilities further than they could adapt the body to handle.
By the 25th Century, the world is still feeling the aftershocks of this tumultuous era, though much progress has made and crime is nearly at pre-revolution levels. Though mutants are no longer considered subhuman, and while not all of them are criminals, the majority of violent crimes are committed by mutants, with a high enough percentage of criminal leanings and general untrustworthiness that it is a stereotype of the ethnicity. For all intents and purposes, however, the world has adapted and a sense of normalcy has returned.
If there is one thing about human nature, however, it's that we can never leave well enough alone, and we can hardly finish grappling with one problem before another starts stirring the pot. Late in the 24th Century, operational precision time travel was developed, and then promptly abused, launching the penning of innumerable new laws and policies regulating it, and as many private and governmental agencies to execute them. In due time, however, as the technology became better honed and understood, the laws and policies were trimmed and clarified, and the vast bulk of the organizations were condensed into the Temporal Investigation Agency. Primarily known to the public by its Special Operations Division, its primary mandate is to track and investigate temporal anomalies and apprehend the criminals thereof. Most commonly, this involves tracking crude, bootstrap concept time jumpers, but even the resources for these are high, requiring relatively great levels of energy, and as such are relatively uncommon compared to other types of crime. Consequently, most T.I.A. agents work with other law enforcement agencies between incidents with the understanding that, in the event of an incident, T.I.A. duties are prioritized over all others and agents are to remove themselves from any current activities with all due and reasonable speed.
From birth, Melo Rayegan was a winner of the genetic lottery, benefitting from the inheritance of many of the successes of the genetic revolution. Extraordinarily healthy, alert and quick-minded, it was clear she would be able to name her career field from an early age, and she followed the blue-blooded family tradition and chose law enforcement. With her abilities, she made short work of every exam in her path, and ultimately set new records for completion of the grueling physical exams that made sure Special Operations got only the best of the best.
As a member of Special Operations, she had access to cutting edge technology and resources, including the nanofilament energy combat suit unique to SO field agents and in use nowhere else in the world. This deceptively bodytight combat suit amplified her physical abilities by a factor of 35. With it, she could overpower a minotaur, dodge gunfire and take a dozen arrows to the knee without ever endangering her career, as well as utilize linked technology that allowed her to teleport, utilize handheld weaponry that could rival siege weapons, and maintain a temporal link to her home era so she could return safe and sound at the end of the mission.
And then it all got fried by a couple of high voltage power cables.
She had tracked sporadic time spots back to a couple of time jumpers in the early 21st century, utilizing incredibly crude combat suits for their capers. With her superior abilities, she easily overpowered and neutralized their laughably pale imitations of her own equipment, but couldn't keep them from fleeing by unknown means. Tracking them, however, was easy, and she soon found herself in an engineering lab she could only assume was the origin of much of what they had been doing. Though her scans revealed no timetech, the suits had definitely been built here, and the pilot of the blue one was desperately trying to scrabble them back together in preparation for her inevitable arrival, no doubt using some primitive equivalent to duct tape and wishful thinking. Well, he'd run out of time, she concluded.
Even without his armor, the young man proved remarkably elusive, but she was an engine of destruction and so she took her time, watching him scurry around and waiting to get him into a corner. He had a few tricks for his defense from his surroundings, but nothing she had to worry about. ... At least until she lost track of him in a cloud of talc thrown in front of a fan. And within an instant of realizing she didn't know where he was, her whole world went white.
When she came to, she was on a cot in the lab, bandages on her and sore over more of her body than she'd have liked to admit. There was a clunk that kept her from drifting back to sleep, then after a bit, another one. She turned her attention to it and found the young man examining circuits and devices, discarding each of them in turn. It was her equipment, and he was checking for anything that hadn't been completely burnt out. Only a mere trinket survived the incredibly high voltages that had taken her down, a locket with a holographic picture of her and her family.
Stuck in the 21st century with no way home, she was forced to endure their time jumps knowing there was little she could do about it, discovering they were utilizing the holes with no real knowledge of their origin. Unable to tolerate this breach of protocol, she finally insisted that if they were going to keep doing it, she had to supervise, and Brad built her a new suit. It really was a crude, frail thing compared to her sleek future super suit, but she had to admit it had its charm, and she grew quite attached to it in time.
Of course, eventually, they managed to return to her own time ... and she promptly had them arrested and confiscated their combat suits, turning in her own as well for R&D, evidence and sealing. She would later vouch for their character to her commander, however, after they aided the T.I.A. against a prison raid of dangerous criminals, and eventually petitioned for their suits to be returned to assist her in a mission when all suited agents were unavailable. Only for them to fall through another time hole resulting in more hijinx of questionable legality.
Eventually, she managed to set up an official channel to the T.I.A. and get the group's activities sanctioned so SpecOps could provide her more actionable intel on events spiraling out of control around them.
Powers: Almost all of her abilities come from her combat suit. While she is naturally physically fit and mentally sharp, she is not superhumanly so. She also benefits from extensive formal training and experience. She has an implant in her head that translates both spoken and written word from any and every known historical and 25th century language in real time. This implant is in her inner ear and optic nerve, so she sees and hears both the original and the translation, preventing any confusion about if she is actually seeing or hearing her own language.
Equipment: Incredibly crude by Sentai standards, the Soldier 03 Power Armor is the core of Melo's combat abilities, but it has little to offer in terms of flair and sparkle. Listed below are its features.
Voice Imprint Protocols - The Soldier Power Armor responds only to its user's voice in predetermined, preprogrammed command lines. This security feature has a major drawback, however: The user must announce her actions in advance, ruining the element of surprise if the opponent knows what the function does.
Hydraulic Mini-Lifts - This crude system of hydraulics and tubes is built into the interior of the suit, responding to motion by the user to augment physical strength. With it, a man of average strength can throw another man fifty feet, but less brutish actions require a great deal of care not to overdo it, making control an issue.
Solar Panel Array - Located in positions most likely to catch sunlight, they are constructed out of as durable materials as possible and protected by the highest-quality bulletproof glass and polymers. They power all systems in the suit. If for whatever reason they are offline, the internal battery (which can be recharged by the array) can power basic functions for up to twelve hours. Advanced functions such as Aero Thrusters and general combat lower this according to rate of use. Using the suit's finisher drains it entirely and immediately.
Accelerated Movement System - Essentially, a pair of roller blades backed by the Aero Thrusters located on the suit's shoulders, hips and ankles, this virtually barbaric system is a poor substitute for increased agility, making maneuverability on slick surfaces extremely vulnerable and quick turns dangerous to attempt without practice and experience. The roller blades fold out from the base of the boots and lock into place, while the Aero Thrusters activate based on the movement of the user.
Ballistic Armor - One day, powered suits will repel blows through counterkinetic fields, defensive screens and revolutionary nanofibers that absorb more force than modern tank armor. Until then, the combination of titanium plating and laminated kevlar only restricts motion somewhat compared to those future technologies and shrugs off small arms fire and minor explosions, retains its strength in immense cold, resists incredibly high temperatures, and resists both fire and acid. The kevlar portions of the armor absorb five and a half times the force as steel and cover the entire body, with the titanium reinforcing key sections even further.
Soldier Battle Bow - This heavy compound bow is crafted from spring titanium and has a draw weight far in excess of what an unaugmented human being could pull. This allows it to fire its incredibly heavy arrows (compared to conventional projectiles) with huge force. Not only do the cams contribute to the force, but the act of drawing the bow also generates an electrical charge that powers alternating magnetic fields along the arrow's firing path, further accelerating the force of launch in much the same way as a railgun. Though it has limitations over a conventional firearm of comparable scale, all but exploded arrows can usually be retrieved after a battle, and the venerable historical age of the bow means that it can be taken to nearly any era without concern for contaminating the timeline. If out of arrows or in need of a melee weapon, the Battle Bow can fold up, retracting its string into its interior, to form a battle staff that can make effective utilization of the Soldier system's enhanced physical abilities and Melo's combat prowess to deliver truly devastating momentum-driven blows, though the limits of the armor's lift system hinder the dexterity of staff combat. At full capacity, her suit's quiver holds 24 arrows, and cannot fire traditional ones, as they would snap like twigs from the force of the bow.
Electric Discharge System - Evolved from Brad's own Electric Grip, this channels high-voltage currents into Melo's weaponry, turning her staff into a weapon where even a blocked hit can be dangerous, and powering a similar field around her arrows while also increasing the railgun effect's efficiency. It isn't really power-efficient.
Warhead Arrow Mod - Soldier 03's finisher swaps the head on one of her arrows with a high-explosive point-detonation head. Once armed by voice command after being loaded into the bow, the charge primes, signalling ready level by glow. Between the high impact force and deep penetration of the arrow and the power of the high explosive in the warhead, this is a deadly attack that can disable a modern tank in a single shot, and should be considered a high PL5 attack. Her quiver carries four warheads.
Weakness: For all of her strengths, Melo is still human, and there are times where she struggles to remember that, often letting her pride drive her to overestimate herself. Also, unlike her 25th century combat suit, the Soldier 03 suit is not environmentally sealed, and if she expends all of its power supply, she has only her own abilities and its innate defensive qualities to fall back on until it can recharge.
